The National Economic and Development Authority (NEDA), supported by the World Bank, contracted FCG ANZDEC to provide consultancy services for a review of the institutional and legal framework for disaster risk management in the Philippines. The review was to enable NEDA to provide input into ongoing Disaster Risk Reduction and Management-related initiatives; integrate the financial impacts of disasters into the annual budgeting process of the Development Budget Coordinating Committee; and participate in the Sunset Review of the Philippine Disaster Risk Reduction and Management Act, 2010.
The objective of the assignment is to promote more resilient and risk-informed development planning.
The team studied issues such as the planning for disaster risk management, and the potential financing and insurance implications; as well as the recovery and reconstruction policies, coordination and implementation arrangements. They also advised on the complementarity and integration of the country’s DRM framework and institutional system with the Philippine’s Development Plan.
